An address counts as active on a UTC day if it spends Bitcoin from a normal transaction input or receives a positive amount. Newly created Bitcoin has no sender to count, but an address receiving a positive mining reward still counts. Each address counts once, even if it appears in many transactions or both spends and receives.
Addresses are not people. One person can use many addresses, while an exchange or wallet service can represent many people behind a small number of addresses. Read this as activity on the blockchain, not as a population count.
Only completed UTC days appear. The current day is unfinished, so including it would create a false drop at the right edge of the chart.
An older payment format called pay-to-public-key, or P2PK, is the one known place where the underlying count can merge identities. For every date shown, the true count is between A and A + W: the counted total A and a cautious upper limit that adds the P2PK count W. The visible measured ceiling tells you the largest possible gap anywhere in the published range.
