Seized coins do not always stay put. Once a court allows it the state can sell them or pay them back to the victims of the crime, and a state that has parted with every coin is named here rather than dropped from the page.

How does a government come to hold Bitcoin?
In two very different ways. A few states chose to buy Bitcoin and keep it, the way a country keeps gold. Far more of it was taken from criminals: coins seized by police in fraud, theft or drug cases, which the state holds until a court decides what happens to them.
Are seized coins really the government's?
Not in the way a reserve is. The state holds them, but a court can order them sold, or paid back to the people the crime took them from. That is why this page keeps bought and seized coins apart, and why a large seized holding can shrink quickly.
Why does the line jump?
Each government counts from the day it first said how much it holds, so on that day the line rises by its whole holding. That is the count growing, not a state buying. Any other step is a government publishing a new total.
How old is each figure?
Every state publishes on its own schedule. One may update its total daily, another may have given a single figure after a court case and said nothing since. The table dates each figure, and a figure stays in the total until that state publishes another.
